Additional info. I deleted the keys in the registry and then removed tortoise via control panel. I then did a reinstall. When I went back to the setting/proxy location it crashed again. I went to the registry and the keys were recreated. It appears that the uninstall doesn't really remove all of the application. I hope this helps.

To get rid of the wrong proxy config, remove the registry key HKCU\Software\Tigris.org\Subversion\Servers\global
but it would help if you could first write down what's in that registry key so I can reproduce the problem and fix it.
