Remote locking doesn't have that much use because the lock is not
associated with a working copy and therefore you will not be able to
commit the file, even if you as a user own the lock.

OTH, remote locking is possible (and I actually have a use for it) but
not with TSVN (AFAIK) so one could argue there is a feature missing
feature here?
