This is at least as likely to be a fault in Total Commander as
in TortoiseSVN. I suggest you ask for advice from the authors or
users of Total Commander as well as in this mailing list. That's
http://www.ghisler.com/ as far as I know. I've never used Total
Commander myself, but some versions of it certainly seem to have
had problems with TortoiseSVN.
