How does merge-tracking work

I cannot seem to get merge-tracking to work.

When I try to merge from trunk to branch the system seems to want to
merge 1-head. ie every version since the inception of the repo.

This does not strike me as very good tracking.

Can someone explain what I might be doing wrong?
