TortoiseSVN context menus refuse to work

I'm having a strange issue with TortoiseSVN that I haven't encountered
before.

The TortoiseSVN install of 1.5.3 completes, and prompts for me to reboot.
After rebooting, nothing - no TortoiseSVN context menus anywhere, but the
icon overlays work.

I've tried repairing, uninstalling and reinstalling, checking the settings -
nothing seems to help. I looked in the registry at TortoiseSVN's shell
extension registration and that seems okay too.

Any idea what the problem might be?

The operating system is Windows XP SP3 32-bit, no other weird stuff like
Anti-Virus or other shell extensions installed.
