Couldn't commit file with error....

Early in the morning I was working on a file and committed it in as
revision 18. Later in the afternoon I began working on the file again
and when I attempted to commit it I noticed that the red icon noting
changed was gone and in fact no icon overlay was on it (from what it
looked like) even though when I began working on it, it had the green
check mark icon overlay. When I right clicked it, my commit choice
was gone and I could only add it. I added it and obviously it was at
revision 1.

Upon further investigation, I attempted to get the revision 18 file
from the repository back to my working area (after copying my work in
progress somewhere else). I think I got the file back to my working
area by using the repo browser and using the copy to working copy but
not sure now.

After having the revision 18 back in my working area I then overwrote
it with my new version and still was getting the
filename.extension.svn-base was missing when I tried to commit it. I
searched the internet a bit and didn't find anything. On a hunch, I
opened the .svn folder (in my working area), text-base folder, and
added the revision 18 file there and gave it the .svn-base extension.
Then I was able to update the repository to revision 19.

Any ideas on why this would happen and if I fixed it properly?
