Unmodified change list items in commit dialog

Some of our users have complained about unmodified files showing up in
the commit dialog, which occurs when they are associated with a change
list. I have to admit that I'm not sure I understand why they should
be there--after all, they won't be committed even if you check them.

Is this a behavior that's been discussed? What was the reasoning
behind the design?
