No, TortoiseSVN is a standalone Subversion client.

I don't know for sure, but I doubt it... it sounds like the JBuilder
IDE calls the command-line Subversion client to do the work.
TortoiseSVN does take command-line arguments, but it works completely
differently--it'd give an error if JBuilder tried to pass it the
arguments used by the command-line client.

What exactly are you trying to accomplish? I don't see any advantage
in doing either of the things your asking for, other than perhaps save
a tiny bit of disk space by not having two Subversion clients
installed. If you have JBuilder set up to work with your existing
Subversion client, just keep it that way. And if you want to use
TortoiseSVN for some other projects, go ahead and use it :)
