I do not think that it is possible to change that - that is how
subversion client works, and I do not remember any options
to change that behavior.

A workaround is possible: there is an option to skip those external
projects while updating. Use the "Update to revision" command.
There is "Omit externals" checkbox there.

After that you can update each of subprojects manually, if you
need their changes.
