WinXP SP3 Context Menu is not shown

For some strange reason I am not able to get the context menu to work.

When I right click on a folder I should get what shown at
http://tortoisesvn.tigris.org/ExplorerIntegration.html#contextmenus

but I am not getting anything.

Any help is appreciated.
