Yes. The TortoiseSVN developers use the Subversion libraries,
and if the command-line equivalent shares any problems, you need

to raise the issue on users &at; subversion.tigris.org (or see
http://subversion.tigris.org/).

That's not recommended. It's easy to set up an svn server
(svnserve) for most of the cases where a network file:// access
is being used, and this is generally far superior. See
