Because minor releases of TSVN and SVN are totally separate (TSVN is
based on SVN, but that's all) - if enough bugs are fixed in TSVN to
warrant a new stable release it'll still be based on the last release of
SVN unless there was a new minor release of that as well.

That's why both version numbers are in the installer file name if you
look closely:

TortoiseSVN-1.5.3.13783-win32-svn-1.5.2.msi
            ^^^^^ ^^^^^ ^^^^^
            TortoiseSVN version
                  TortoiseSVN build ID
                                  Subversion version

Just increasing the build ID for a new stable release is awkward - after
all, "I'm using 1.5.3" is a lot easier to say than "I'm using
1.5.3.<waitaminute>.13784, no, 13783"...

And Subversion won't release a new minor version just to stay in sync
with any GUI client that happens to get a new release...
