Unfortunately I don't have a 32 bit vista pc to test.

Regular file copy operations are fast. For example,
I added a 681 KB file to my checked out copy. It took 42 seconds to
commit it to the repository. Copying the same file to the folder
where the repository is located is instantaneous. General network
operations do not seem slow, only when I am writing to the repository
with SVN. Browsing or checking out files from the repository seems to
be reasonably fast.

Per your link, I had tried disabling autotuning, but that didn't
result in any improvement.
