* show log on file
* select two revisions
* right-click on one of the selected revisions
* choose "compare revisions"
  --> a progress dialog shows up, fetching the file twice (once for each
of the selected revisions), then TortoiseMerge opens up with those two
files.

If that doesn't work for you:
* do you get an error message?
* what's the url of that file?
* does it not work for all your files?
