Can't install on Standalone W2K

I get a Permission error while installing. I have looked and no solution on this mailing list and all other solution on the web don't make a difference.

Error:
Windows Installer
The system administrator has set policies to prevent this installation.

I have reinstalled WinInstaller, check disable mmi in regedit. Ect. I am
login as ADMIN and even removed all user account and even tried does not
need a user/password to login...... This is a stand alone system ---not
on a domain controller. Actually it is a virtual machine - OSX.

The people here DON'T want to provide an EXE install....... And I don't
have Visual Studio to "make" it without the permission (as suggested to
be able to install as per user - no per machine - in a domain install).

Help?
