How do I exclude a folder from source control?

Hello,

I'm wanting to exclude a folder in my project from source control.
So, say my project looks like this :

C:\foo\
C:\foo\bar\
C:\foo\bar\quux\

Let's say that I want to exclude C:\foo\bar\ from source control. I
want to be able to hit "update" and "commit" on the C:\foo\ folder,
but I want it to completely ignore the C:\foo\bar\ folder. How do I
do this?
