TortoiseSVN does not handle RunAs

When you start a Windows Explorer or other tools, that use explorer
views for the file system view under another account using the "RunAs"
feature, You get a lot of CPU activity from starting TSVNCache
processes, which will stop after a while, leaving you with an
explorer, which has no connection to SVN.

I stumbled upon this one, because Subversion only has a repository
based authentication cache. I really would not like to work without
that cache and so I started an explorer under another account (I
cannot switch users, because I have to use the Novell Netware Client).
Starting Windows Explorer (actually performing "RunAs" on a command
prompt and then entering "explorer /separate", because otherwise, no
new process is started) causes the TSVNCache program to be started
under the correct account when I navigate to a drive that contains
Subversion working directories, only it terminates very quickly. It
does that a few times and is dead afterwards. Everytime I navigate to
a new directory, TSVNCache is started again, only to terminate again.
I do not get any icon overlays or contect menu entries.

Having working directories for different users on the same computer
for the same repository would be very nice.
