Would that be other repositories accessed via file://, or repositories
residing on another server?

If the latter - the SVN client libraries are backwards compatible to
earlier versions of SVN, but if you use file:// URLs the client actually
is being it's own server, and SVN servers need repositories in their
native format.

I.e. the clients are backwards compatible, but the servers aren't - and
a file:// URL means the client has to be it's own server.

As far as svnadmin.exe is concerned - it's a command line tool that
comes with the Subversion server binaries.
