There's a system-wide setting in Windows XP that disables background
images for explorer windows - if you turn that off it will also disable
the background images in TortoiseSVN.

Since I only have a German version of Windows here I can't tell you
exactly how to get to this setting, but it goes something like

"Control Panel > System > Advanced > System performance[1] > Settings >
User Defined > Show a background for each folder type"

I wonder why anyone would not want to have that setting disabled by
default, though...

[1] The first box on that page that mentions visual effects, anyway.
