Either hold down shift while right-clicking on the file and select
"Delete (keep local)" from the TortoiseSVN submenu to remove the file
from the repository but keep it locally, or (if you just want to prevent
commits locally) add the file to the "ignore-on-commit" changelist in
the commit or "Check for modifications" dialog.
