Automate SVN Access Denied

Good day,

I am trying to create an automated update of my local repository. So I
wanted to use command line to do the update. My command looks like :

tortoiseproc.exe /command:update /path:"c:\Utilities\TestScripts" /
notoempfile /closeonend:1

but i get the error:

Access to c:\Utilities\TestScripts was denied.

What am I doing wrong?
