I had the problem with some repositories, but not others. I discovered
that the ones that worked used svn+ssh://puttyname/path, and the ones
that didn't used svn+ssh://username@server/path. Doing a relocate to
use svn+ssh://puttyname/path seems to have fixed the problem.
