At first tsvn:logminsize only applies to the users working copy, but after he has committed his changes, all other users who update/checkout their WC will have to enter a log message too, because the property is then also set in their WC.
The problem with this property is, that anyone can erase or change it, unless you protect it from accidental changes by a pre-commit hook, that only allows certain users to change this property. But you get a quick feed back, if your log message is too short.
The better choice would be to set up a pre-commit hook on the server, that checks for a meaningful and long enough log message.
