setting tsvn:logminsize in repository

Hi.

I'm trying to set tsvn:logminsize within my repository to ensure that anyone
who checks anything out is obliged to add a log message when they commit a
change back.

But, as far as I can tell, I can only apply this property to a user's checked
out tree, not in the svn database itself, which seems to rather defeat the
purpose.

I'm hoping I've understood this wrong: have I?
