First of all: the issues at tortoisesvn tigris org mailing list is *not*
for people to send mails to. That list is only used by our issue tracker
to send notifications. So I'm answering on the correct mailing list
(which you should use the next time), the users mailing list.

The TSVNCache process only starts when requested to do so. And that only
happens when the shell extension needs information to show overlays. So
as long as you haven't started any 32-bit app and used the
file-open/file-save dialog, the TSVNCache process won't be running.
Usually, it's running because the windows desktop is an explorer
instance too, but in your case (x64 OS, 32-bit TSVN) that doesn't happen.

If Total Commander doesn't use the shell extension correctly, then that
could also mean that the cache process doesn't start. You can try
starting it manually (doubleclick on the exe in the installation folder)
and see whether Total Commander then shows the overlays. If it still
doesn't, please report it in the TC forum.
