Wrong code page used?

Hi,

I've just found that TortoiseSVN displays system error messages in
checkout/commit/etc dialogs using wrong code page on a localized
system with non-local regional number/currency/date&time formats. In
my particular case, it is russian version of Windows with the language
for non-Unicode programs set to Russian and the regional standards set
to English (US). The (localized) system error message is translated
using Western (1252) code page, not Russian (1251), as would be
logical to expect.
