I can reproduce this using the following steps (sorry for slightly
out-of-date clients).
1. Checkout file:///\server/path with space/trunk using svn CLI 1.5.0-RC5
2. Relocate using TortoiseSVN 1.5.0 pre-release nightly to another URL
without space

Relocate claims to have worked, but path is unchanged.

I think this is related to problems with spaces in the path above the
repository location, which has already been fixed. Try a nightly
build.
