That shouldn't be a problem, at least as long as the special chars are
*inside* the repository, not the path to the repository (and the problem
exists only for file:/// urls).

You didn't say which version of TSVN you're using. But it should work
with TSVN 1.5.

Yes, that's the recommended setup.
