You're the first one to report that the original Plink works, while
TortoisePlink does not. So you're right, that's not the same issue (or
it is the same issue, but the others who reported things did not really
try the original plink).

Please download the 1.5.x nightly build from
http://nightlybuilds.tortoisesvn.net/1.5.x/win32/
in about two hours (you'll know when the build is finished as soon as
the file dates change to today's date instead of 25-Jun-2008).
