No it most certainly did not say that! Relocate does not overwrite
your repo with a WC.

Which version of TSVN are you using?

The warning (not error) message is necessary because people do use
relocate when they should not and screw up their working copies. It is
a very infrequent operation to need to perform, so the level of
warnings has been scaled up to reduce the number of problem reports
from people who used it incorrectly. And I think the help is already
fairly explicit about when you should and shouldn't use it. Which bit
was unclear?
