Check the registry key HKLM\Software\TortoiseSVN\ProcPath
it should be a string value with the path to TortoiseProc.exe

If the string is not there or points somewhere else:
* make sure you install TSVN as administrator
* make sure you don't have any tools running/installed which prevent
writing to HKLM (some virus scanners are known to mess around there).
