* check the apache error log file. You should see there some information
which might help you diagnose the problem
* make sure you don't have any redirects set up which could interfere
* check if you have maybe some hook scripts rejecting the commit

If that doesn't help, you might have more luck on the svn mailing list
(users at subversion tigris org).
