OK, some more interesting stuff:
I have
* I checked out the v2.5.1 folder to "YUI Checkout";
I was able to add the folders though, the files in the root of the folder (index.html & README) won't commit.
So I tried something else:
* Checked-out the whole Vendor branch;
This is completely stumping me. Is it a permissions problem? Or is there something wrong with SVN????
If this isn't the appropriate forum, should I be asking on the SVN lists?

No, committing folder1 by itself works, committing the whole working folder looks like it does... until it craps out & the end & it's all rolled back.
I originally exported the files & folders from another SVN repository, then copied them all into the WC.
