Something need to be clear.
1. There is no .svn in the subversion server side.
So, you don't need to any processing on the server side,
and subversion server configuration is beyond the control
of TortoiseSVN, it is a client tool.
2. .svn only exist in the subversion client side.
If you want to remove these .svn folders from your
existed WC, you can use TortoiseSVN Export to
get rid of these .svn folders.
Or, you can use others' suggestion to search and delete.
