Just starting a new command prompt won't work - only if you start it via
the START menu. If you start it any other way (e.g. from the explorer or
some other app starter tool) it won't work, because that app was already
running before you changed the PATH variable and therefore doesn't know
about your change. And any app started from another app inherits the env
variables of the parent process. So that won't work.

Sure, logging off and on again would work too - but IMHO restarting is
easier for most users and almost as fast.
