A nicer way of stating that would be "start a new command prompt and check its PATH, or log out and back in". I don't think you have to actually reboot.

Reboot is the easiest thing to suggest to a novice Windows user though.

To make all already running apps be aware of your change to the PATH
variable, you must restart your computer.
