$LastChangedDate:$ bug: uses localized dates

This basically broke a release for me:

http://compaspascal.blogspot.com/2008/03/never-modify-source-code-in-weekends.html

I hope this is the right place to submit this bug report, because
http://tortoisesvn.tigris.org/reportbugs.html only mentions one
mailing list, but there seems to be several - the page
http://tortoisesvn.tigris.org/list_etiquette.html indicates that I
should post here.
