Not really, because TSVN "just uses" the subversion libraries. The subversion developer list would be the right place.
But this seems to be an old issue. Googling brought up the following commit message <http://svn.haxx.se/users/archive-2005-12/0336.shtml> (from 2005!) and <http://www.mail-archive.com/debian-bugs-closed@lists.debian.org/msg65571.html>
which leads me to the question how old your TortoiseSVN/SVN client is :)
However, I don't know how the fix 'fixes' the problem.
