If the changes on the server are on the same files you want to commit,
then the commit will fail anyway.
And if you want to check that specifically, there's the cfm dialog for
that. The commit dialog should not get crowded with controls and
features that are not really related to a commit.

You can use the new changeset feature in TSVN 1.5 (use a nightly build
for now) to group those together.

right below the file list on the right, there's a label showing you
exactly that information:

check the screenshot on that page. It says "3 files selected, 4 files
total".
