Apologies for replying to my own email, but I seem to be getting somewhere.
  In Tortoise Settings, I changed the Icon Set from XPStyle to Classic,
logged out and logged in again.

Now files and folders in the right-hand pane of the Explorer window display
correct status overlays. The left-hand pane continues to be plain with no
indication of Tortoise's presence, but I have hope.

TortoiseSVN is the best part of any Windows installation I've ever met.
