Sorry folks, I'm an idiot! This was not a Tortoise issue at all. Turns
out I needed to enable the password-db option on the server in
conf/svnserve.conf. I thought this was the default option but that is
not the case.

If I understand the issue, this information is stored in the working
copy. You need to relocate your working copy to the new URL. You should
find this option on the context menu you get when you right click on the

root of your working copy
