If you have a local repository, then yes, you can't go back.
Also, the working copy format is bumped up a version too, so you can't
use any other svn clients with those either anymore once that happened.
You would have to use a nightly build from those other clients too.

No, that shouldn't be necessary.
But of course, it you encounter any problems with the update, please
report those.
