Let me recap the discussions we had about this a few years ago (back
then, we didn't do property diffs yet but only content diffs on a
doubleclick):

* diff was deactivated for non-modified files, but on "Open" context
menu was present
* people wanted the doubleclick to work
* I implemented the "Open" on a doubleclick for non-modified files
* people complained that this was inconsistent - they wanted the
doubleclick to work always the same, i.e., start the same tool
* I argued that the status of the files was clearly visible and they
could determine the doubleclick action from that
* people kept insisting that this was inconsistent
* I implemented the 'diff' for non-modified files
* people kept quiet until now

So: I think we should keep it the way it works now since we haven't had
complaints about this for at least two years now, while before we had
such complaints much more often.

Besides: now with TortoiseIDiff, we'd have to do the "Open/View" for
those file types too (i.e., not using the text editor as you suggested
but some other default image viewer).
