The option is in 1.4.5 under
Settings->Look and Feel->Dialogs 2->"Use autocompletion of filepaths and
keywords"
(but you should have found that option yourself with Tobias help: the
name of the settings page is the same, just moved up a little bit).

Subversion 1.5 will be released before the end of the year if nothing
big comes up until then.
