Every directory in Windows has both a long and a short (8.3 DOS-like)
filename. This looks very much like the short path to your TEMP
directory to me - "DHOCKI~1.TSI" is the automatically generated short
name of "dhockin.tsi-pa". What is your TEMP environment variable set to,
and does setting it to a different directory solve it? Also, could it be
you ran out of disc space on C:?

Otherwise, why you'd get an "access denied" there is anyone's guess,
though... I don't think it's wrong file access rights...
