Error: Can't open 'C:\DOCUME~1\DHOCKI~1.TSI\LOCALS~1\Temp\tempfile.tmp': Access is denied.

I'm using TortoiseSVN on Windows XP SP2.

Somewhere in the middle of a very large import via HTTP to
a repository I got the error:

Adding: C:\Projects\SVN-Import\Client\trunk\SWEOLib\EOObjs\Proc.cpp
Adding: C:\Projects\SVN-Import\Client\trunk\SWEOLib\EOObjs\WorkQ.cpp
Error: Can't open 'C:\DOCUME~1\DHOCKI~1.TSI\LOCALS~1\Temp\tempfile.tmp':
Access is denied.

They look like DOS file names.

I have never created a user with that name (my user directory is
dhockin.tsi-pa). Where did it come from?

Why is TSVN accessing that file? Or is it SVN?

Why did it wait for a half hour into the import before it tried to
access it?
