Externals WC get wrong revision number in after update

Hi,

I have a project with two svn:externals entrys. They are (of course) not at the same revision number. Say External1 @ rev16 and External2 @ rev19. My project is @rev55.
When I update my project, the externals are always updated/checked out too. I expected to get my working copy of External1 on rev16, and my WC of External2 on rev19. What happens is that the WC's of both externals get rev19.

As a result I get inconsistent numbering in my repository. When I commit External1 (the repo is on rev16, my WC says rev19), the repo is updated to rev19, and I have no rev17&18.
