Tony,
I had completed the install when I reported the problem. It just seemed
a little bit extreme for an installer to request shutting down system
services, but then again, it is a developer product, so.... However, I
wasn't able to make it work afterwards, which may have been related (see
separate email).
Also, for debugging purposes (for those of you interested), I do have
UAC disabled, and I did not run the installer as administrator.

Explorer, I can agree with (but it does not actually stop the install
working). TSVNCache can be killed in task manager. You need to show
the column of PID and sort by that.
If you still cant see that, its maybe UAC stopping you seeing all
processes.
You then need to show all processes in Task Manager.
