TortoiseSVN is a GUI client for Subversion. It does not include
neither the official CLI client nor the official Java binding for
Subversion (JavaHL).

What you actually need is here -
http://subversion.tigris.org/servlets/ProjectDocumentList?folderID=91.
Download svn-win32-1.4.4_javahl.zip (the Java binding) and
"svn-1.4.4-setup.exe" (the CLI client installer) or
"svn-win32-1.4.4.zip" (just a CLI client package).
