Does TortoiseSVN use JavaHL bindings?

I am trying to use TortoiseSVN with FishEye from Atlassian and their
documentation states: "FishEye can use a native Subversion client installed on
your system, but your client needs to be version 1.2 or later, and must include
the JavaHL bindings."

It then wants to know the path to javasvnhl.jar and libsvnjavahl-1.dll.

Does TortoiseSVN use JavaHL bindings?
